7th Street & Winter Avenue Reconstruction Project Updates – Job 2404
November 15, 2024 – This week, the contractor finished preparing the boulevards for sod placement. While we remain hopeful for sod installation this fall, recent wet weather has rendered the sod farms too saturated for harvesting. As a result, we may need to implement temporary hydroseeding this fall and plan to lay the sod next spring.
November 8, 2024 – The contractor plans to install the sod on both streets next week. This will conclude work for this fall except for minor punch list items.
November 1, 2024 – This week the contractor continued placing boulevard grading and placing topsoil in preparation for sod on Winter Avenue. They plan to do a “dormant sodding” on both streets. This means they will place the sod once ground temperatures have cooled enough so that the sod will go dormant over the winter and then establish in the spring when warmer temperatures return. We expect the sod to be placed either next week or the following.
October 25, 2024 – The first lift of asphalt was placed on Winter Avenue this week. Next week they will be grading and prepping the disturbed areas for sod.
October 18, 2024
Winter Avenue Reconstruction Project: The new sidewalk and driveway aprons were installed this week. Next week the contractor will complete the final grading and shaping of the aggregate base, and then they will place the first of two lifts of asphalt.
October 11, 2024 – This week the contractor completed installing the new aggregate roadbase and then the curb & gutter was installed. The concrete subcontractor will return next week to install the sidewalk and driveway aprons.
October 4, 2024
7th Street Reconstruction Project: No work took place this week. The only work remaining for this fall is the placement of the sod.
Winter Avenue Reconstruction Project: Work this week includes the completion of the underground utility replacement for the entire street and installation of the new gravel base between Dunham Street and Autumn Street. Next week the contractor will complete the new aggregate base installation.
Setpember 27, 2024
7th Street Reconstruction: No work took place this week. The only work remaining for this fall is placement of the sod and minor punch list and cleanup items.
Winter Avenue Reconstruction: Work completed this week includesd completion of the watermain replacement, storm sewer replacement at the Autumn Street intersection, water/sewer service replacement in the north half of the project, and excavating and installing the new aggregate base between Dunham Street and Autumn Street.
Work expected for next week includes completion of the underground utility work and continued work on installing the new aggregate base.
September 20, 2024
7th Street Reconstruction: The new sidewalk and driveway aprons were installed this week. They are currently placing the first lift of asphalt, this should be completed by the end of the day. The final lift will be placed in the spring of 2025.
Winter Avenue Reconstruction: Work this week included making the connection to the existing watermain at Autumn Street, sanitary sewer replacement between the abandoned railroad and Abbott Street and installing the new aggregate base between Fountain Street and the abandoned railroad. Next week they will continue replacing the watermain on the north half of the project.
September 13, 2024
7th Street Reconstruction: This week the contractor has been working on the final grading of the aggregate base and has been grading for the new sidewalk. Next week the concrete subcontractor will return to install the new sidewalk and driveways on the north side of the road.
Winter Avenue Reconstruction: On the north half of the project this week the contractor completed removal of the pavement and curb & gutter and has started the underground utility work with replacement of the watermain. Watermain work will continue next week and then they will begin with the sanitary sewer replacement. On the south half of the project the contractor has begun excavating and installing the new aggregate roadbase. This process should be completed next week.
September 6, 2024
7th Street Reconstruction: The new curb & gutter was installed this week as well as the driveway aprons on the south side of the road. Next week they will begin grading for and installing the new sidewalk on the north side of the road.
Winter Avenue Reconstruction: The contractor has now finished the water and sewer services south of the old railroad bed. They are currently working on replacing the storm sewer in that section and should finish early next week. Once they complete that they will begin excavating and installing the new aggregate roadbase in that section. They will also begin removing the pavement between Abbott Street and the abandoned railroad tracks.
August 30, 2024 – No work took place on 7th Street this week. Rain slowed work on Winter Ave somewhat, but they are working on replacing water and sewer services on the south half of the project and anticipate finishing that this week. Next week they plan to complete the underground utility work on this section with the replacement of the storm sewer between Dunham Street and the abandoned railroad tracks. Once they finish that they will remove pavement and begin work on the north half of the project.
August 23, 2024 – No work took place on 7th Street this week. On Winter Avenue, the contractor completed the sanitary sewer replacement on the south half of the project and is currently working on replacing the watermain in that area. Watermain replacement will continue into next week.
August 16, 2024
7th Street Reconstruction Project: No work took place this week. The gravel road base has been installed and the residents and businesses have access.
Winter Avenue Reconstruction: Work this week consisted mainly with replacement of a deep sanitary sewer manhole and the watermain in the intersection with Fountain Street. They will finish this early next week, and then they will begin with the sanitary sewer replacement working from Fountain Street to the north.
August 9, 2024
7th Street Reconstruction Project: This week the contractor began excavating and installing the new aggregate roadbase. This will be completed by the end of today, after which this can be used for temporary access for the businesses and residences.
Winter Avenue Reconstruction: The contractor began removing the pavement this week and have completed switching houses over to the temporary water supply. Next week they will begin the underground utility replacement. Work planned for next week includes replacement of the deep sanitary sewer manhole in the intersection of Fountain Street and Winter Avenue, and watermain work at the Dunham Street intersection. While the work in Fountain Street is taking place, traffic will be detoured to Clark Street.
August 1, 2024
7th Street Reconstruction: The contractor has completed all underground utility work. The contractor will next begin digging and installing a new aggregate road base.
Winter Avenue Reconstruction: A temporary water supply is in place. The contractor has begun pavement removal and sanitary sewer replacement.
July 26, 2024
7th Street Reconstruction: The sanitary sewer and watermain replacement has been completed and the contractor is currently replacing the sewer and water services to the property lines. If next week goes according to plan they will complete the storm sewer replacement which will conclude the underground utility portion of the project. They would then commence with digging and installing the new aggregate roadbase.
Winter Avenue Reconstruction: The temporary water supply has been set up. The contractor plans to begin next week with pavement removal and sanitary sewer replacement.
July 19, 2024
7th Street Reconstruction: The contractor has completed the watermain replacement. They have now begun replacing the sanitary sewer and should be able to complete that work next week.
Winter Avenue Reconstruction: The contractor will begin setting up the temporary water supply today. Next week they’ll switch houses to the temp water and begin removing the pavement and curb & gutter.
July 12, 2024
7th Street Reconstuction: Pavement and curb removals were completed this week, and the temporary water supply has been set up. They have begun replacing the sanitary sewer and hope to finish that next week.
Winter Avenue Reconstuction: The contractor plans to begin removing the pavement and curb next week and to begin setting up the temporary water supply.
July 10, 2024
7th Street Reconstuction: The contractor plans to set up the temporary water supply and begin removing the pavement and curb this week. Next week they will begin replacing the underground utilities.

June 28, 2024 – The contractor has been delayed yet again due to the wet weather. They may start setting up the temporary water at the end of next week, but they think they likely won’t start now until the week of July 8-12.
June 21, 2024 – Work commencement has been delayed again due to weather on the contractor’s other projects. They now anticipate starting work on 7th Street the week of July 1-5.
June 5, 2024 – The rainy spring has delayed the contractor, BCM Construction, on other projects. They currently anticipate starting with the pavement removals on 7th Street the week of June 17-21.
