COUNCIL ACTION: At its April 28 meeting, the Albert Lea City Council decided against $32,000 in funding – half as a loan and half as a grant – to the owner of 201 E. Front St. for rehabbing an abandoned car wash building. The vote was 3-3 with 1 councilor abstaining, meaning the motion failed. Also, Monday, the council approved contracts for the electrical, plumbing and concrete work for the new restrooms near the Splash Pad downtown. With Albert Lea Public Works providing the rest of the labor, the project cost totals $178,000, which is less than the $250,000 budgeted. In other action, the council appointed 7 members to bring back the Human Rights Commission.
