Sibley Avenue & Marshall Street Reconstruction Project Updates – Job 2403

November 15, 2024 – This week, the contractor focused on completing punch list items and finalizing preparations for winter. The manhole covers have been installed, signage has been placed, and the boulevard is now ready for sod installation.

November 8, 2024 – The contractor installed the first of two lifts of asphalt this week on Marshall Street between Bridge Avenue and Ramsey Street. Work expected for next week includes installing all the manhole covers, grading work in the boulevard areas, and minor cleanup.

November 1, 2024 – Work started this week with the installation of the new aggregate base on Marshall Street between Bridge Avenue and Ramsey Street. On Wednesday the curb & gutter was installed, and the concrete sidewalk and driveways are getting constructed today. Next week they will place the first lift of asphalt which will conclude work for this fall except for minor cleanup and punch list items.

October 25, 2024 – The contractor is currently working on replacing the water and sewer services to properties on Marshall Street between Bridge Avenue and Marshall Street. They will finish this today, and then the utility replacement in this section will be complete. Next week they will begin excavating and installing the new aggregate roadbase.

October 18, 2024 – This week the contractor has continued working on replacing the sanitary sewer and watermains between Bridge Avenue and Ramsey Street. A deep storm sewer manhole in the intersection at Ramsey was also replaced. They will finish replacement of the sewer and water mains early next week and then they will begin replacing the services to the properties.

October 11, 2024 – The contractor began replacing the sanitary sewer between Bridge Avenue and Ramsey Street this week. They will finish that next week and then they will begin the watermain replacement.

October 4, 2024 – The pavement has been removed on Marshall Street between Bridge Avenue and Ramsey Street, and the temporary water supply has been set up. Next week the contractor will begin replacing the sanitary sewer.

September 27, 2024 – Work started this week with removal of the pavement on Marshall Street between Bridge Avenue and Ramsey Street. The contractor has also set up the temporary water supply and are awaiting passing bacteria tests before switching service over to the affected properties. Next week they plan to begin replacing the sanitary sewer.

September 25, 2024 – The abnormally wet spring and early summer caused substantial delays with the contractor’s schedule. With the work delayed as it has been, the contractor, BCM Construction, Inc., will be split into three phases with only the first one or two to be completed this year and the remaining to be completed in the spring of 2025. Breaking the project into phases will ensure that anything that is disturbed can be restored before the onset of winter.

The phases are as follows:
Phase 1A: Marshall Street – Bridge Avenue to Ramsey Street
Phase 1B: Marshall Street – Ramsey Street to E. Main Street
Phase 2: Sibley Avenue

BCM will begin removing the pavement on Phase 1A on Thursday, September 26, and they will begin the underground utility replacement next week.

While vehicle traffic will be restricted during each phase of construction, the contractor will be required to maintain pedestrian access to all businesses to the greatest extent possible. They plan to leave the existing sidewalk in place as long as possible and to delineate a pedestrian route with orange construction fencing.

September 6, 2024 – The contractor anticipates starting work within the next two weeks.

August 30, 2024 – The contractor is currently working through the permitting process for some of the work taking place within MnDOT’s right-of-way on E. Main Street. They anticipate having a better schedule by the end of next week.

August 23, 2024 – A meeting was held this week to discuss the project schedule. The contractor, BCM Construction, is trying to line up a underground pipe crew and anticipates starting within the next two week.
